What a receipt proves
What a filing receipt proves, and what it does not
Short answer
- SEC EDGAR
- No official filing without a filing date in the acceptance message 1
- Companies House
- Digital documents are received when given queued or pre-queued status 3
- US federal courts
- The notice of electronic filing serves as the court's datestamp and proof of filing, under one district's local rule 4
- USPTO
- An application number does not necessarily signify that the USPTO accepted the application as complete 5
- IRS e-file
- Rejected returns are considered not filed 6
- England and Wales CE-File
- Court officers either accept or reject each submission 7
Three different events
Most filing systems record three separate events. First, the system receives the submission. Second, the system or a staff member checks it against minimum rules and accepts or rejects it. Third, the document becomes part of an official record, such as a register, a docket or a file. A receipt can be issued at any of these points, so the first question is always which event it records.
The SEC EDGAR glossary shows the gap well. It says an accession number is a unique reference number generated for each submission, and that it does not mean EDGAR has accepted the submission 2. The SEC status page adds that a filer has made no official filing if the acceptance message lacks a filing date 1.
What receipts usually confirm
A receipt usually confirms the date and time of arrival and a reference number. The USPTO Electronic Acknowledgement Receipt, for example, contains a time and date stamp, an application number, a confirmation number and a full listing of the correspondence submitted 5. The USPTO calls it the electronic equivalent of a postcard receipt 5.
Some receipts go further and record acceptance. In England and Wales, CE-File sends an automated submission confirmation when a document is submitted, and court officers then accept or reject the submission 7. In the Federal Court of Australia, the Notice of Filing page states that a document has been accepted for filing under the Court's Rules 8.
What receipts usually do not confirm
- Truth of the contents. UK guidance says one requirement for proper delivery is that the contents are factually accurate, and the filer carries that duty 3.
- Completeness. The USPTO says identifying an application by number does not necessarily mean it accepted the application as complete 5.
- A final legal outcome. The IRS lists reasons it may delay refunds even after a return is filed 6.
- The official filing date in every case. The Federal Court of Australia says the filing date does not appear on the Notice of Filing page 8.
When the receipt time and the filing time differ
Rules sometimes set the legal filing time apart from the moment of arrival. Under CE-File rules in force from 1 October 2025, the filing time for a fee-bearing document is the time the fee is paid 7. For other submissions it is the time stated on the submission confirmation 7.
In the IRS e-file system, the date of the electronic postmark is considered the date of filing where the postmark is on or before the due date, even if the IRS receives the return after it 6. In EDGAR, submissions sent after 5:30 p.m. Eastern time are not disseminated until the next business day 1.
How to read any receipt
- Find the issuer. A receipt from a software provider or a filing agent is not a receipt from the registry 6.
- Find the event. Look for words such as received, submitted, accepted, filed or registered 1,7.
- Find the date that counts. Check whether the rules use arrival time, payment time or acceptance time 7,8.
- Find the reference. Accession numbers, application numbers and case numbers let you check status on the official system 1,5.
- Check the record. Look for the document on the public register, docket or file, if the system has one 3,4.
Common questions
Is an accession number proof that an SEC filing was made?
No. The SEC says an accession number does not mean EDGAR accepted the submission, and only an acceptance message with a filing date shows an official filing 2,1.
Does a Companies House receipt mean my document is on the register?
No. A digital document is received when it is queued, and the registrar can still reject it. A document rejected for inconsistency is treated as if it had not been delivered 3.
Does an IRS acceptance mean my refund is approved?
No. Acceptance means the return met processing criteria and is considered filed. The IRS says it may still delay refunds for several reasons 6.
Is a court e-filing notice proof of filing?
In the Southern District of Indiana, the local rule says the notice of electronic filing serves as the court's datestamp and proof of filing 4. Rules differ by court.
